Militia
An Act of the General Assembly of the State of Missouri passed on March 9, 1863 provided the means for the payment and support of the Enrolled Militia forces of the state.(1)

§ 10. Each and every person liable to do and perform military service contained with the following classes, shall be exempt from such service during the year on the annual payment of a commutation tax in consideration of such exemption equal to ten dollars each, and one per cent upon the assessed value of his property. First, all persons who have refused, or who may hereafter refuse, for any cause, to perform military service. The commutation tax, in this section provided, shall be assessed and collected on assessment rolls, to be made out for each county by such military officers as may be assigned to that duty, and such commutation tax shall be collected and paid to the State Treasury as part of said fund, as provided in the next section.

Before the act became effective, it was amended to require the payment of thirty dollars instead of ten as provided in the original act. (2) The amendment was approved on March 23, 1863.
Under Section 11 of the original act, a copy of the assessment roll from each county was to be transmitted to the Auditor of Public Accounts. Compliance with this section of the law was apparently very good as assessments for almost all counties exist for both 1863 and 1864. (3). The rolls form a part of Record Group 6, Records of the Office of State Auditor and may be consulted at the Missouri State Archives, 1001 Industrial Drive, Jefferson City, Missouri 65101.
The information contained on the rolls, of course, varies from county to county, but when properly completed includes the following: name of the individual, age, township (many times only the county is noted), assessed value of real property, amount of tax, and in some counties, the reason the person is liable. Some of the reasons given in the latter category include: “left to join the rebel army, returned from the rebel army, refused to serve, preferred paying tax to service, rebel sympathizer,” etc.
Although we have tried to use the spellings of the clerk who made the record, there are some instances where we may have misread the record. Also, it should be remembered that some names may have been misspelled by the clerk or the designated military officer. In using this information, every possible spelling should be checked.
The following assessment list is a continuation of the series initiated in the Spring 1981 (Volume 5, Number 2) issue of PIONEER TIMES. We hope to continue this series until all counties have been printed.
